Nation Builders is being developed within WCRC's business-intelligence portfolio. Its assessed universe, unit of evaluation, eligibility rules, evidence requirements and first edition will be published together.

The publication framework
The research framework will need to explain which businesses can enter the assessed universe, what the study measures and how comparable evidence is evaluated. Geographic scope, measurement period, evaluation criteria and correction procedures must be clear before publication.
Qualification will follow research and evaluation. Commercial participation will never determine the outcome.
